The ECLIPSE training plan, anchored in the NAVIGATOR service model, is designed to demystify PCP and empower stakeholders to navigate its complexity with confidence. Through this program, participants will learn:

  • The PCP lifecycle: From defining needs and objectives to managing solution design, prototyping, and final development.

  • Stakeholder roles and expectations: How public procurers, start-ups, and venture capitalists can collaborate effectively.

  • Key challenges and solutions: Addressing legal hurdles, IP management, and cross-country regulatory differences.

  • Practical tools and strategies: Leveraging NAVIGATOR’s handbooks, engagement platforms, and coordination mechanisms to reduce administrative burdens and foster innovation.

Events will take the form of interactive webinars, featuring presentations from experienced practitioners and dedicated Q&A sessions. These are stand-alone events, meaning there is no need to attend any prior sessions. Each session—even if focused on the same topic—will feature different speakers and presenters, offering fresh insights, new knowledge, and lessons learned for participants who join multiple events.

By combining theory with hands-on exercises, this training will build capacity, stimulate collaboration, and promote a cultural shift toward risk-aware innovation. Our goal is clear: make PCP not just understandable, but actionable—transforming procurement into a driver of competitiveness and resilience across Europe.
